It depends. Sometimes it´s easy to ignore the call or put the phone down on someone if you don´t want to speak to them. A letter cannot be ignored, it´s usually read, even if only out of curiosity before it´s thrown away. However, if it´s read it may provoke food for thought and perhaps a change of heart.
This is my opinion based on two people having had a disagreement of sorts, if this is not what you´re talking about, then I would rather receive a call from someone I´d not seen for some time....a different scenario.
It takes more effort to write a nice letter than picking up the phone, a plus in my book.

Letter's..sent special D or by hand???
By hand, if possible, would be very romantic, but if the recipient is not of welcoming mood at present, then special delivery is fine. Maybe accompanied with, or followed by a bouquet of flowers?
Not roses though, that´s too predictable.
Not carnations either, they signify death.

I think phone calls are great!! I mean, sometimes a letter is easier bc you don't have to be nervous, or none of that crap. But where is the fun/challenge in that?
I think its a matter of time and mood. Sometimes we want to tell somebody spontanioulsly and fast whats on our mind, than we make a phone call. Othertimes we want to have the possibility to think things over and to be more carefull what we say and how we say it-well we wirte a letter.Since I am a person who acts usually spontanious, I prefer the phone. It's a matter of trying not to panic in one sense because 'timing is everything' and it takes time for snail mail to get to its destination.
A hand-written letter does mean a lot to me and to many other people too.
My last ex wife always has in her possession a letter my father wrote to her telling her what he thought of her (he liked to pat her bottom affectinately) and that how he thought she was good for his most beloved of all sons - me!
She cried on the telephone the other day because she was thinking of him and would have like to have shown her respects at his funeral.

Smiling often helps. Making the other person smile is a plus point in my humble opinion. You can always shout and spit at each other when you get back together again.
I think it depends on who it's from. If it's from someone special, maybe someone you're in love with, then a letter would be better, because it's something you can keep. I love keeping things from people who mean a lot to me.

Talking is the best if it is personally and you like to talk. If you do not writing is best. You should feel comfortable in doing what is best for you. I do not write that well so talking is a way for a real picture of me
In business A letter for me is better when writing to a company because many times they do not hold their word . I am in Sweden now. I wonder what other countries and experience ? I must say I had some business contact by phone which turned out well but many which were important did not hold their word. It was bad for their company reputation. When I work for a company I know that I am representing them and I treat people like I want to be treated. I once worked in a company and I was a teenage someone just came in yelling at me they were amazed and apologized when I stayed calm and helped them. I explained I knew they were really yelling at the company. I always hold my calm not perfect I walk away if they are using bad language . I believe you have show by example.

A handwritten letter is something special, in my opinion. You get all the details, and can sit in the sun or some comfy place and enjoy it, and re-read it.
On the other hand, a phone call can be nice to hear the persons voice ..... but also distracting, and hurried (depending on the rate you or they are paying) ... and one forgets things, and get interrupted.
Oh plus ... if the writer turns out famous you can auction their letter for mega-bucks when you find your pension is not enough to keep you in the style you imagined.... hahahaa!
