Eventually I restricted the age range, listing only the number of men in their forties. (Unlike you, I selected all members, not just the new ones.)

You write about living in a place where most people are on assignment and have a temporary residence. This really shapes perspective. There's no single 'good' answer to your question. Let's consider two extreme cases, anything in between being possible.
If a guy says he loves you, he might be inclined to declare this feeling rather lightly: if he feels attracted and is ready and inclined to start a relationship. Either he may be desperately in love with you and yet hopelessly waiting for the 'right circumstances' as to the how and when to declare his feelings.
In the former case, responding favourably to his 'L' word is an emotional trap, leading to a relation with little long term perspective. In the latter your taking the lead may be a relief for your date and failing to do so might even jeopardize a relationship with life-time perspective.
