They could if they had control of the House of Representatives, which they should after the mid term elections this November. The Speaker of the House gets the proceedings started and the current Speaker is a fan of Biden.
It's all a smokescreen to take people's minds off the inflation but it won't last. Next time they fill up their tanks or go grocery shopping inflation will ring loud.
