Umm, However much a mess this may seem to you, he his still the father and as long as hes responsible and not a danger to your daughter, he should play a part in her life, better for her in the long term, your description of him though doesnt sound great, what kind of man just abandons his daughter without much months of contact?, sounds like you will need some kind of legal help to make sure if he has access to her, he is reliable and not a danger to her.
