The cow fart, as it were, is methane gas. Ethanol is the alcohol that is being made from corn. Ethanol is the kind of alc. that we drink, methanol will blind and possibly kill you(if one drinks it), methane gas will suffocate you, or blow you up if you ignite it.
The gas with ethanol is no greener than reg gas. It releases as much or more carbon to produce the ethanol than it saves diluting the gas.

Actually the kid did provoke the dog maybe because he went onto the dogs territory, but definately because he ran, or was running. It is as natural as a cat hunting birds or mice, many dogs will chase anything moving fast and bite at it as they run. If you're on their(dog) turf= your foul, if the dogs off his turf- his owners foul.
Yes if the dog has not been teased and isn't bothered by kids, maybe a meet and greet would be the best thing and then also make sure the chidren know not to run near the dog in the future.
Unfortunately many parents don't teach their children to respect animals(they are lesser beings). All animals have a set of behaviour parameters that you can deal with them in. If your behaviour goes outside of those parameters, the animal may very well react to you, usually not in a good way. Still, if you stay within those same parameters, you could be around the animal its whole life and never be hurt by it.
A couple years ago I had 2 black ghost knifes in my 200 that got up to about 9 inches but I lost them during the power outage after the tornado passed thru town. They are cool fish, mine would take earthworms out of my hand.
