Yes your ISP can do it for you. You can do it yourself but it involves AT commands through hyper terminal. one mistake and you have to start all over again. we do it all the time at work.
you ISP should be able to generate a new SID code for you.

Asha it is up to you where you stay. But from South Yarra to StKilda is a fair hike. Like I said fine a hotel in the city area where you will be close to transport unless you hire a car.
Yes there are lots of nice shops and eatery's in South Yarra but you are limited to transport.
