In my country there is also people who wants to keep religion into the privacy of the homes.

I think that the state should be neutral on religion. It's the law. It means not to impose religion, nor erradicate it either.

I think it wouldn't be possible because to make laws means discuss it and rectify every proposal before approving it.

And a government must manage the public resources while the congress, or parliament makes laws.
