Actually its "fair to midling". It means things are so-so, a little better than average. Fair is okay. Midling means in the middle when compared with other similar situations.
It came from the US Midwest as an agricutural term. It meant that the crops (or cattle or milk production) were doing okay, not a bumper crop but no unusual difficulties, and the quality is acceptable but not excellent. Its generally associated with small, family-owned farms.
