Sounds like it's going very well. Him saying to take it slow may be a money concern. Flights get expensive. And if he doesn't say he loves you may be ok. He may just need more time. Also he could be caucuses because of a recent bad relationship. My advice is to stay calm. Let him come up with plans to move forward. Don't panic if it stays the same for another month.
