For you there are other problems. The Maltese constitution should make the Lisbon treaty impossible without a referendum. I am surprised that the Maltese are so supine.
Not everybody would agree that the EU has prevented war. Many (perhaps most) would say that NATO has ensured peace.
Italy has not had many elections although you would have been correct had you said that they have had many governments.
You overlook the legislation now passing through the Italian senate to modify the electoral law and reduce the number of parties remarking on Italies present problems does nothing to address the original question
It is difficult to accept the idea that all EU members are effective democracies. The UK, which operates a first past the post system, has a labour government with a majority of 60 seats in the parliament. A calculation of individual votes cast results in an actual majotiry of only 30,000 votes.
If you wish to live in a region called malta in the State of Europe then you will get your wish. Personally I can not understand why 220 million residents of Europe seem prepared to give up sovereignty to an unelected and unchallengable commission that are intent on a federal Europe.
Perhaps there will be a little more concern when Tony Blair becomes president and is making treaties on your/our behalf with no reference to national governments.
I was once told that size matters as follows: Too small (sausage up an alley I think she said) or too big to do anything with. Of course from my end I have no true idea (women are kind generally) but isn't there an "average" size band that is at least Ok if everything else is OK?
