Under the 23rd Amendment of the Constitution, the District of Columbia is allocated 3 electors and treated like a state for purposes of the Electoral College.

Here is the reason Why the popular vote is Not used in elections. The population of the 5 counties surrounding NYC encompass MORE than the total of the rest of the U.S. population. The people in 5 counties should not be electing for the rest of the Nation. This is why we have and use the Electoral College. Most people do not realize this. Hillary Won 4 of those counties and Trump won the rest of the counties in NY (there are 62).
