It appears like that Instinc. All I know is that when I knew that Trump is running, I intentionally moved out of California, because I am sure my vote wouldn't count. There are just too many Democrats on this state. I am happy I did it because Trump made it on the state I cast my vote in.

Yes, in the local election, it is a division between just the two candidates for mayor for instance and it is simple because it is count per individual choice. On the Federal election or Presidential one, it is more of the state result per candidate. So even if there are more people who voted for Hillary based on the individual count, there are more states that resulted in Trump's win.
