There isn't any debate about a weapons capability, thats what there designed for.
So the human factor and motive have to be addressed, but because you cannot unforseen circumstance, you have to address two things.
These are availability, and the criteria for legally being able to own/carry/trade in firearms, but specifically certain types of firearms.
If we removed all the legal automatic weapons in the Continental United states, that would still leave many weapons capable of defending the induvidual and suitable for pest control, hunting and self defence.
So where to start first, and what's easiest to achieve.
If a more strict screening process that included psychological screening were introduced then NUTS, or those who are unfit to own a gun would be prevented from LEGALLY owning one.
If you cant defend your home with a Remington or Mossburg shotgun, or .40 calibre pistol held legally and own a Remington 700 for sporting purposes, well surely that would satisfy any legal gun owner, or similar weapons.
Then you have the problems of convincing the people to ammend their rights, or legislate against the people to only allow the commercial availability of certain weapons, such as the ones i listed above.
You cant however legislate against intent, but rather prevent legally held firearms falling into the wrong peoples hands.
If everyone was walking around with say a beretta 9mm under their jacket and spotted a man with an assault rifle walking into the bank, well there's a fair chance he'll get killed exiting the bank.
However if he's armed with an assault rifle, well you won't for the most part be able to drop the guy for the volume of .762 rounds coming your way going through brick, steel, plaster and bodies.
So you have to limit the type of weapons available, and if he tries the same thing with 2 beretta's and a grenade, well you have more than an even chance of preventing him escaping, and then the authorities will arrived suitibly equipped with tear gas, assault rifles and plenty of both.
Illegal guns are another matter, as their already illegal, they will take a long time to be rounded up by the authorities.
I should remark, i'm not anti gun...i'm anti idiot owning a gun, and especially anything with a 30 round magazine capable of automatic fire.
Guns aren't the problem, just like knives, spoons or fists aren't, whats the problem is availability, type and lack of screening to weed out nuts obtaining legal guns.
Do you know Christopher Hitchens? Or his Brother, believe me that man isn't firing on all cylinders and has no credibility whatsoever, but that said i've seen them debate on a show called Question Time.

This week could be pivotal to how our government deals with accountability, and what with the Ghurka disgrace this week, it seems cross party based decency has surfaced for the first time i can remember in a very long time.
If this continues and they leave politics aside we might actually get politicians to actually act in the interests of the public.

I remember cuing at a greyhound bus station in Los Angeles in 1989 where the two guards guarding the cue were armed with shotguns!

I honestly believe the types of weapons and availability and the licensing needs to be looked at.
Too many nuts can get weapons, and when automatic and tactical weapons are made unavailable, along with "Tri Burst" triggers or simular AR14 conversion kits then the sooner the capability for a nutcase t slaughter their entire school class or workplace will be ruled out.
An average 9mm with say an extended mag will allow 20 rounds say, but a combine rifle, or AR14 converted with 1000 rounds of ammo means a tactical unit, snipers and a coordinated assault to get rid of just one man!
But until anyone arrives, say an semi experienced person can fire of 600 rounds 0f 7.62 rounds per minute. these will happily go through cars, walls and people......
Granted you can shoot a deer with one too, but then so can you with a Remington Tactical rifle.So why not control weapons for home defence(say 9mm/40cal/.357/.45 pistol/shotgun) and only allow bolt action hunting rifles for sporting purposes?
If you cant hit a deer with a Remington rifle that's the standard police sniper rifle, well you shouldn't be going hunting.
But if you don't do something about licensing and availability of weapons you'll have more loons killing more citizens every year.
Strange, the people of Switzerland don't seem to want to shoot each other up with their assault rifles?

I think you missed my point, i don't want to lock you up, but some of your fellow Americans have the opinion that some want to lock some of you up, and they use that as an excuse to buy more guns!
I don't think as i said if the local police came calling to forcible disarm you you would be able to do anything with respect by either throw out your guns or basically fill a body bag.

FEMA as i'm sure you know is a Government Funded department that remit is to step in in times of disaster to allow a coordinated management of planning and executing a recovery plan.
It certainly isn't a secret bunch of people to arbitrarily round up Americans and put them in internment camps as the waco conspiracy theorists would have you believe.
Good examples would be the New Orleans flooding (which someone cocked up) and other natural disasters such as when a tornado travels through the midwest making an area a disaster area and is designated a disaster.
Any resources are pulled in, national guard, anyone who's near, but this doesn't mean the governments out to get you!
If you see a black helicopter, that's the default colour before they are sent to combat duty.It's the same right here in the UK. there not secret helicopters by a secret government agency waiting to round up people into camps.
