Maybe the feelings they have are very strong? Which perhaps make them feel like they are. After all the longer in reality you spend with someone the more your feelings either deepen or strengthen. I am no expert though.

Nobody, because at the end of the day what they feel is what they feel and for the record. I do think it's possible to develop feelings for someone online. I should know my last relationship started online and went to reality. We even got engaged.
So it can happen. If two people really want it to happen. After all, you're online anyway and if you are open to it. Why not.
