Well if someone does not have time, its because to them you are not a priority.
Plain and simple.

If you are broke, don't get romantically involved or make plans you cannot afford.

If you are unwilling to put on the effort just stay single.

I see your point, I myself suffer from severe depression and do not want to video chat with anyone at the moment.

There are many reasons why someone might not want to turn their camera on. Perhaps they live in a humble home and they are ashamed of showing it. They might have trust issues and need some conversation to be able to engage better.

Not everyone feels like inviting strangers into their home, even if it's just through a screen.

With things like these patience is key.

If that is the case it wouldn't bother me as long as he feels comfortable and confident.
