I see your point, I myself suffer from severe depression and do not want to video chat with anyone at the moment.
There are many reasons why someone might not want to turn their camera on. Perhaps they live in a humble home and they are ashamed of showing it. They might have trust issues and need some conversation to be able to engage better.
Not everyone feels like inviting strangers into their home, even if it's just through a screen.
There was a man in the forums who once said all the irish women were ugly and all the english ones were alcoholics. I asked him why? He said the vikings stole/ kidnapped all the pretty irish and only left the ugly ones

Time, money and effort you say?Well if someone does not have time, its because to them you are not a priority.
Plain and simple.
If you are broke, don't get romantically involved or make plans you cannot afford.
If you are unwilling to put on the effort just stay single.
