In certain circumstances yes. Some disabled children do better in a home-schoool environment for example. But home- schooling needs to be standardized. There should also be some sort of certification or licence program in place.

Sadly, it was my experience working as a T.A. that all too often a child would enter the public school system after home-schooling and not be educated to the same level as their peers. Thats a double whammy for the child. They have to adjust to a new environment as well as catch up academically.
