i don't smoke - i have to wear a minimum of SPF15 even in the winter as my skin is is fair and i have already had a an 'incident' regarding precancerous skin cells! you say you live in bahrain - if you are around western women there, they will have the same concerns - to protect their skin. i could just wear a cream but then i would 'shine' and not in the desired way... 
as imsophie1 says above, men are visual - women have worn make up at least as far back as cleopatra, perhaps it makes us look better/feel better or maybe it just tells a man that we care that much about ourselves. we are basically making the best of what we have.
