Back in the 80's when Reagan was President he began downsizing the government agencies. This led to sub-contractors filling the void of jobs that were formerly done by the government. The number of sub-contractors grew and grew to the point where they are controlling the information received and re-introducing it so it is portrayed and perceived to coming from official "government sources". These business interests are in effect now creating policy in their best interest.
The book "Shadow Elite" by Janine R. Wedel uncovers the operations of these sub-contractors in what is a serious threat to democracy in the American government.
