i flirt, can't stop it. sounds like he gets a little shy. i say go for it
As I'm shy around women, I'll be a bit like the guy you describe, but ehen the girl I like talks, I'll listen attentively as if they are the only ones in the room and smile like it's going out of fashion. But everyone is different. If he is as nervous around you as you say, then you will have to do the asking.
I think u generally know when a guy likes u..

you can tell buy how they look at u and how they act around u..
DO they make u laugh.. do they touch ur arm or back ..
Do u act stupid and shy.. lol
Do they flirt with u..
Oh and by what u said about how u caught him looking at u and then looked away.. id say yes he does like u but is just shy..
If you's both had alot of confidence you's would of continue to look at each other..

There is this guy at work that I like. Every so often I catch him looking at me and then he looks away as soon as I look at him. He gets a bit flustered when he talks to me ... but maybe this is all just wishful thinking on my part!
So guys PLEASE tell me how you behave around a girl you like!!! And I don't just mean how you want to act around a girl you like, I mean how you act "involuntarily" around a girl you like.
