From what I understand, Bush is trying to shift the blame of a slow response onto others of the local government down there. I think he has a lot of nerve to be trying to save face in that manner in a circumstance like this. I guess he doesn't want to take anymore credit for death than he already has in his lifetime. Let's pass the buck Bush!!?
