Drop all types of ICMP, make sure you're behind a properly configured router - if you're still getting hammered, obtain a shell in some fashion on a big pipe and vhost it. As an admin on a few IRC networks, the only real way to stop it is to sit on a big pipe, or use the IP obfuscation that's built into the network. (if there is any)

This is assuming it's DDoS and DoS or DRDoS... or any of the few others that exist, and have steps that can range from simple to 'get help'.

IRC would still expose IP, new account wouldn't do anything whatsoever.

If it's a firewall on a windows box, DDoS will more than likely cause the kernel to die due to the way Windows handles over-sized packet fragments (still not fixed as of Visa) - only chance at making sure the OS can take it is to switch to something *nix-based, in my eyes anyway.
