I guess it depends on a few things...what you consider making out, what kind of restaurant it is, and how well you know each other. 
While I am all for public displays of affection one must remember not to gross out the other customers.

Depends... the location in the restauraunt, the type of restauraunt , how hot and heavy... just met ? In love ? so many variables.
