To upgrade into a long livet cyborg, is very very hard, on the contrary, to boost AI is plausible.

There seems a negative force behind this scene, the collective wisdom don't go into an upgrading path, but steadily fading. And little effort has been made on this field.
For the intelligence stuff, i don't think there is other intelligence in the near region, and a proof for that is no sign of space civilization within the 100 ly region. Again, there is only one solution, we must explore the outer space actively. Keep going till we discover more.
