Halloween is a Druid holiday that represents the dying of the Earth. Being a Druid myself, I celebrate Samhain (Old Irish for Summer's End) every year. During Samhain, it is believed that that gateway between our world and the next are close enough together that the spirits of those who've passed can roam the earth. During this time period, ceremonies (both large and even individual) to become closer with ones ancestors and to acknowledge the Goddess in her Crone stage. There is much more to it than just that, but to know more, do some research. It's always good to learn.
