I suppose the Photo Rating on CS is meant for creating amusement, understanding etc among the members . It is not something serious like a ‘Presidential Election’ of a country.
So, according to the Automated Rating System of CS, you can rate a photo only once and if you rate a photo below 8 points, you do not appear on the list of members who rated that photo but become an ever-unknown and unimportant figure to the owner of that photo. In other words, you become a sort of ‘secret or underground figure’ to the person you vote unless you send him/her a message to say what you have done. (I don’t think anybody will ask the CS-staff for this information.)
Ok, I can understand that if you dislike someone or bear a personal grudge against him/her , you can rate low and bring down the ‘Average Photo Rating’. But still that person does not know that you have done it. So, you can derive only 50% of the ‘satisfaction’ through your act ! Wow !!
So, as I see, by rating a photo below 8 points, you show yourself your own insanity and ignorance !! So, my personal feeling is that it is better to refrain from rating any photo if you do not like to give it 8 points or more.

I had a similar thread not too long ago as this made no sense to me either. I wondered what the criteria was. It was a poll. My thought was to rate the quality of the photo, not the subject. Most photos are pretty good unless it is just way to dark to see the subject. One person said they used photo rating as a photo gallery as a quick way to see who was out there. I thought that was a good way to look at it.
