A better question to ask is what is a person, so mentally ill he is not capable of working out the difference between right and wrong doing unsupervised in the community. Mental illness is far worse than any physical illness because it's invisible. People can see a wheelchair and give allowances for your condition. Nobody can see depression or schizophrenia or any of the other, many, mental disorders. Do you know where the majority of people with low level mental illness are in the US? in prison, because obviously putting them in prison and throwing away the key is a really good way of hiding the problem of mental health. The UK isn't MUCH better, especially since (Who) care in the community has been introduced.
