Nah...it doesn't have to be Paris. It can be anywhere. One just have to make the place special. To go to Paris, you would have to spend some money, then you have drive in a traffic that would drive you insane, then you'ld have to learn some french, so the snooty frenchmen won't take advantage of you in stores or restaurants, then you'd have to put up with their arrogance, and by the time you get to try to have some romantic moment, you're very tired, annoyed and wish you were home.
