If you know the comedian Ron White he has a routine about be stopped by the police while driving. In the story he is drunk. The joke ends with him saying: I had the right to remain silent, I didn't have the ability.
That is the issue with some people, they don't know when to shut up.

Depends on the circumstances. To speak up against injustice or brutality or prejudice is golden. To be silent when gossiping or belittling people not present to defend themselves would make silence golden. There are no rules that apply everyplace in every circumstance, no matter how often religious people tell you there is. Try-fail, try-fail, try-fail and eventually try-success, that how life works!
