The best idea meet for coffee,or tea.Its will give you an opportunity to talk and see where its goes 
Your local paper will tell you what is coming up in the community. Free concerts and museums exhibits. Most art galleries will have receptions welcoming the public for viewing. They usually serve wine and hors d'oeuvres.
There is nothing cheap when you are spending time with someone you enjoy being with I had a 12 hr first date after 4 months of chatting and emailing and talking on the phone everyday with this person so we got to really know each other we liked chatting and sharing things with each other I dont think it cost over 70$ is that consider (cheap) we enjoyed each other company so much we are still friends and spend that kind of time together when we go out all the time

One night of chatting long distant on the phone for hours could cost a man 70.00 dollars? I would call that silly?

Fairly easy Blain,If you are the person who asked for the date, let the Lady decide, where, when and what she wants to do. Go with the flow, It helps put her at ease as she should be comfortable because she is in control, also she can if she wants (not that women ever) change the date for what ever reason without any problem. Things work out better if the lady is comfortable with you, the date and whats going on. If she controls it life gets so much easier allowing you both to get to know each other better.(God I'm nearly getting serious) If all goes well you then plan the second by which time you'll know what she likes
