think it might be because Japan Has it's

And an Emperor Akihito and Empress Michiko
And Japan has it's long standing traditions
and beliefs
Japan might be one of the main players in the technological age
The Japanese people are very respectful
of there Royals and Family life

Same as in the UK most of our flags fly
example
When the Queen is in residence at Buckingham Palace
The Flag fly's at full mast etc

So I think its traditional most of our towns civic centre
offices fly the flag at full mast
