Europeans can only move and work freely if they are EU citizens and remain within the EU. If the French lady wants to work in the UK, she can now do so for as long as she likes. In the US, she needs a work permit, since the US isn't part of the EU. She would also need a work permit in Switzerland or Norway, which are also not part of the EU. And yes, matters of immigration to anywhere are usually complicated, time consuming and potentially expensive hassles.
