I was told that side skirts for Semis were a way to increase Fuel Efficency. Side skirts reduce wind resistance(or air drag and increase fuel efficency. A trucker I spoke to while at a truck stop this past weekend also said that it was Aerodynamics panel skirts.He also spoke about the panels on the back doors of the semi as well.
