Living in climate controlled modern house in this affluent land, I always thought one child was even too many.
Stateless people with no roofs on top, they are highly motivated for more children.
They may need some better entertainment other than sex.

This is to ensure enough survive, especially in areas of high child mortality.
Children are also needed to work - collecting water; helping in the land, in the homes, etc.
The more secure, and affluent, a society gets, the less children are born/required.
That is why it is better for the entire world to bring living conditions up for all of society.
