I would take 3... not that there is much to think about.
If that person is already dying and suffering, you could be helping that person out. A billion dollars can be used by you, and much donations to very important researches, such as the cure for AIDS. Plus maybe that person's family could use a little financial help. A billion dollars is a lot of money if it's there to be used.
