IMO if you think about it in face value, and push aside all the excuses you're currently making for the situation, you'll see the reality.

A: He hasn't made the relationship official, which is hurtful on so many grounds.
B: you clearly don't feel at ease with otherwise you would have had this discussion with him (14.5 months ago) instead of feeling so down about it.
C: after 15 months either A or B should have chosen to make the relationship the two of ye have (somewhat) concrete by saying 'Are we girlfriend/ boyfriend'/'partners' or what????? Whatever term ye're comfortable with
Seems like he's not a talker, or if he is you don't feel confortable talking to him. Both are as bad as each other. I'd be thinking long and hard about it if I were you, why waste your time frockling around with a bloke you're not even 'dating'.

sounds to me like he dont ,but maybe hes just hoping to have his cake and avoid the commitment only way is sit down with him ask him straight where do you see this relationship going maybe he will settle down if asked out straight but if not and you want more dont settle for 2nd best move on
