Most women who take time to clothe themselves nicely and are meticulous about applying makeup do it for a reason. They want to be noticed! I always compliment a woman on her choice of attire, her hair style or color, etc. Building her self confidence is key in making her feel safe with a total stranger, at that point introduce yourself and if she asks show her some form of I.D. Remember guys, she could just as easily start hollering for the law if she doesn't like your appearance or demeanor.
