No U.S. president will do that without election reform. The presidency is bought with enormous media campaigns that are funded by interests that expect to be repaid through policy decisions.
Many people here are aware of it.
Not enough people are bothered enough about it to change it.
That's part of why we don't have a military draft anymore.
Drafts destroy apathy.
At one time I believe the US accounted for over half of the military spending on the planet. I think it's closer to a third now, but that's still a ridiculous number that should be common knowledge here, but it's not.
