well i dont how it works, but i would have thought the leader of that state i.e. the mayor or the people themselves should be the ones to decide how and where the resources should be used.

Well evidently you never been in a disaster. And its responsibility lies between state and federal help. The state say sends in the national guard, they make sure ones displaced get necessities of life.Things such as food, clothing, blankets. And sometimes theyu need to find shelter dfor ones displaced. As for the part the federal has in it,it is a big one.Fema is the government agency that handles when a disaster strikes. Then you see other government agencies drift in such as agency handling grant applications, and the SBA.The Red CRoss should already be in place at the time the disaster happens to help anyone and everyone.Along with Fema will be campers being brought in and set up as quickly as they can.And after awhile the government replaces those with trailers.

Well, I think right now it is usually the Governor of the State where the disaster occured but it seems like nowadays it's turned into the blame game. Fema blames Governors and Govenors blame FEMA.

I heard the Govenor of Kansas blaming the War for not having enough equipment. When electrical power goes out from a storm, our electric company workers go to whatever state needs the help with people and equipment to restore everything. Can't the National Guard, FEMA or anyone responding to a disaster do the same? I'm sure there are resources somewhere that could be obtained with a Federally declared Disaster status. We all may feel its not enough, but to me that sounded like a political statement which has no place in the face of a disaster.

the governor is made aware of to secure the area with national guards. But most of the responsibility lies with the federal government. The state never supercedes the federal in these matters.

presume to have such insight as to what, where and when they have done things yet still be unattached....You dear lady are an anomaly.

I have done 32 hours delivering and handin out water bottles, i have made 10 trips in 2 days hauling debris away. even saved a pet or 2. but when yu are in the thick of it yu see others that never even get an honorable memtion many nmany good samaritains , and heroes are at this disasters.

The aid and the reconstruction should come from the government, guided by the mayer and whoever is responsible for the community-who is aware of the needs of the community
