What worries me most is that it could atack a "vegan" 
Just saw a clip on telly - in Hamburg ALL dogs have to be "on-line on a leash and if you are caught without, like leting the dog run loose a fine of 15 Euros is imposed. If he dog is seen running loose at a kids playground - 40 euros are being fined.

People`s dogs are a problem sometimes. I also had a neighbor with a dog who spent all day inside the house cause she worked out and so offered to take it for a walk when I do my walk.... Until she told me "If you see another dog, then you must let him off his lead as he gets vicious"! Thank you, I never carried out my offer. Then I saw him attack a half blind old dog on a lead.
There are very strict rules generally about owning dogs in Europe, and so these unruly out of control dogs have to be reported to the local authorities. Here, they supposed to have a qualification from a training school (?) and the same I hear in Germany (?)... at least that is what friends have told me.
Its not the dogs...its their owners who are the big problem... as dogs take on the persona of their owners! and some people think that dogs are not animals.... and so the dogs become like spoilt little brats....! with big teeth!

me and my family have always had dogs, from when i was a young girl we had dogs in the family and none of our dogs have been vicious with people or with other dogs and we have had different breeds. so why should owners and our pets like myself be punished and have to keep our dogs on a lead when we take them out in an open space because of the owners who do not know how to train their dogs.
It depends on the breed and on training -yes-so not every dog is aggressive.But I have heard terrible story about BULLDOGS, so that I am afraid but some panishment is a must-especially in those cases when dogs attack people...
I think dogs that attack people are put down here...

my cousin in the uk has a bulldog and he is of very nice nature. i still think its the owners fault for aggressive dogs.
a petrol station here in malta used to have a pitbull for security (before they were banned here)
and these types of dogs are known for being aggressive but even that dog had a good nature to people that came to the petrol station.

yes-sure -I like pets ,but in my country there are many dogs without owners, there are living on the streets and some of them are just dangerous.But Government does take care about not happen sad incidents like before.
yes we also have this problem here in malta with the government not doing enough about stray dogs and cats. but its not just with the aggressive dogs but also when u go into the rural areas and you see the dogs and cats all skin and bone and it pains me to see these animals left to rot!
We don't have that here, a few cats maybe...

Now this dog is only very small and really quite embarrassing to be seen with.
Anyway, I decided to walk it despite my reservations as this seemed only fair.
On each occasion that I have walked this dog it has been attacked (or very nearly) by much larger dogs with owners that frankly have no control over it whatsoever. I think that something should be done about this,
I mean it could attack a baby or a vegan or something.
What should be done??
