i heard one guy was pardoned when he was clearly a criminal and had been charged and judgement passed...

He was indirectly implicated in some AIM (American Indian Movement) business back in the '70's, and the FBI illegally came onto Reservation land in order to arrest him. So, it doesn't really matter whether his sentence was commuted or not, he'd already served like 20 years.
