Forum is an open community of people posting and responding to "threads", sort of like IM chat but delayed.
A blog is generally run by one person who posts messages about their personal interests, friends, etc, and usually has a comment section where people can comment on the blog content.

aren't Blogs just more indepth and opinionated that threads?? I think that is about the gist of it, as people respond to the blogs as well as the threads....JMO

Theoretically forums are for ongoing discussions of a topic and blogs are rather like a very public diary that people can make comments to. In a blog the OP can delete the comments if they choose to unlike the forums.
The blog rules describe very clearly what a blog is and is not meant to be.
