I think property on the moon side would go up because everyone would want to be there at night. the sunny side would be for working and growing stuff. The comute would be hell and everyone would have jet lag.

If it stopped spinning it will all depend is this a slow stop and we all float gentle up into space, or a sudden brake and we all get slammed thru space into the other planets and moons like pool balls colliding.
