Why so cold? Well, the Earth is tilted on it's axis as it faces the sun, spreading the radiation over a wider area thus diluting it and reducing the amount of heat. Then the orbit of the earth around the sun is eliptical so we are moving further away. And as the sky is clear, any heat there is escapes straight back out.
Simple as that!
