I think anyone can be alert and attuned to their surrounding, and it can be practiced to improve your level of alertness and response time to any given situation.
Veiled bodyguards? Kinda like the Secret Service with their dark glasses...can't see the eye movement, which is a good indication of awareness of one's surroundings.
