I believe romance blossoms when that certain feeling towards someone increases. The endorphins of being in love makes it almost impossible not to feel romantic...we can't sleep because we're thinking of them, we wake up thinking about them, a song makes us think about them, we get all dreamy and dazy remember a touch or glance or moment...
