Mostly it's in the form of military aid. US taxpayer money goes to US companies and the other countries just get the weapons, which they are then expected to use against each other to keep demand high.
It's a way of transferring taxpayers' money into the pockets of the rich and powerful. The other countries are just pawns in the process.
