I would like to make mention of perhaps America's greatest wartime leader: Franklin Delano Roosevelt. A man who struggled to even stand up unaided.
OK, FDR led a military department (US Navy) during WW1 but he never served. I can see that a former soldier might be a great peacemaker and consider the needs of those who serve before callously throwing them into action - but greatness can have many sources.
