Who said they were going to ask permission to chip people? There are already documented cases in the united states where people went to the hospital and were chipped without their knowledge. They only found out later by chance when a few went for x-rays and the chip showed up on the x-ray.
RFID chips are at least as small as 20 microns x 20 microns x 13 microns last I checked.
