Just for clarification, rating the person assumes one would read the profile and use their character in your judgment. Both means, sometimes I'll either rate on the quality, for the example, you can't see the person because the picture is of poor quality, or I'll go read their profile first and then rate it based on what is said in it, and the other photos posted in it.
I don't rate photos. If I did, I would rate the quality of the photo in its ability to depict the person in their true light. Like if a person is friendly and smiles a lot it would be a good idea to have a pic that reflects that. But since I don't know the personality enough to discern whether the pic reflects who they are, it is pointless for me to rate it at all.
I tend to view the picture, and do NOT like a picture that does not show the person clearly. I see them as hiding or something. How can you get interested in someone you can't even see a picture of. Heck, if you don't want to be seen here why bother at all.
