You got it! The right intentions are what is important.
The ones who use the law to steal or take the easy way out, should know that they are in error. Those that CAN should repay the debts to have proper repentance toward God.
Those that can not but with the intentions to pay when they are able or would if they were able, then those God would forgive.
Ones that have had overwhelming things on them. The law will forgive, God will forgive and the one owed if a proper Christian would forgive. The one owed would also forgive the debt. With the debt forgiven by the one owed, only then do you owe nothing.
